How it hits the target

The tool tries quality levels from high to low (and shrinks dimensions only if quality alone cannot reach the target), then reports the actual output size - not an estimate. WebP usually lands 25-35% smaller than JPEG at the same visible quality, so pick WebP unless the form demands JPG.
